Leadership Shifts Across UK Insurance Sector: Liberty, Ceta, And CFC Announce Key Appointments

Three major players in the UK insurance industry—Liberty Specialty Markets, Ceta Insurance, and CFC—have unveiled significant leadership changes this week, signalling strategic moves to strengthen their market positions.

Liberty Specialty Markets Names New Europe President

Liberty Specialty Markets (LSM) has appointed Fraigneau as President, Europe, effective September 1. Fraigneau, currently Chief Underwriting Officer for LSM Europe and Liberty Mutual Insurance Europe, will continue to be based in Luxembourg. He succeeds Kadidja Sinz, who is set to retire at the end of 2025.

Since joining Liberty in 2020, Fraigneau has played a pivotal role in shaping the company’s Invest in Europe 2030 strategy. His two decades of insurance experience include leadership positions at Sanlam and a 12-year tenure at AIG, where he served as Deputy General Manager for North and West Africa.

Ceta Insurance Strengthens Intermediary Strategy

Digital personal lines broker Ceta Insurance has appointed Chappell as Head of Intermediary. Chappell previously held senior roles at TMG Mortgage Network, including Head of Strategic Partnerships and National Sales Manager, during a period of rapid expansion for the firm.

Ceta currently serves around 10% of the wholesale general insurance market. With 97% of UK mortgages being brokered, Chappell sees considerable untapped potential for brokers to offer general insurance alongside mortgages.

“Four out of five mortgages currently don’t have GI attached by a broker. This is a real missed opportunity for the industry as a whole,” Chappell commented.

CFC Appoints Group General Counsel

Specialist insurance provider CFC has bolstered its legal team with the appointment of Moon as Group General Counsel. Moon brings more than 20 years of experience in leading in-house legal departments and will oversee CFC’s legal and governance operations.

Prior to joining CFC, Moon served as General Counsel and Chief of Staff at iQ Student Accommodation for nearly seven years, where she played a key role in legal strategy and corporate development.
