Liberty Specialty Markets has named Winsee Cheung as divisional director of its delegated authority practice for the UK & MENA region, the company confirmed on Tuesday.
Cheung joins from Marsh and will lead the delegated authority unit as part of Liberty’s underwriting leadership team, working alongside the firm’s other divisional directors. She brings 25 years of industry experience, with a strong background in leadership and managing diversified portfolios.
In her new role, Cheung will report to Henry Nelson, chief underwriting officer for the UK & MENA region. She will oversee the integrated business unit, with responsibility for underwriting discipline, profitability, and cycle management.
The appointment marks the latest step in a series of leadership changes across Liberty’s UK & MENA operations. In June 2025, the company introduced new leadership roles across three newly formed divisions—marine & aviation, specialty, and property—as part of efforts to reshape its delegated authority framework in response to evolving market conditions.
Further changes followed in September, when Liberty established a unified third-party division for the region by combining its financial and professional lines with casualty. The move formed part of a broader organisational restructure aimed at better aligning underwriting divisions with broker and client requirements.
According to the company, divisional directors are responsible for setting strategic direction and priorities within their respective areas, with a focus on meeting the needs of clients and brokers.
